Hi Team, I find an error message in Nginx when I set opentelemetry off in http block

The error message is as follow:

9#0: *4 connect() failed (111: Connection refused) while connecting to upstream, client: *.*.*.*, server: *_server, request: "GET /api/* HTTP/1.1", upstream: "http://*.*.*.*:10001/hello", host: "*.*.*.*"

is there any configuration i miss?
