Even when the changes are just to docs.config it results in a codecov failure. Going to the report it even says no files covered by coverage were changed in that particular case, https://app.codecov.io/gh/open-telemetry/opentelemetry-erlang/pull/722

We need to get coverage to be useful again and not just ignored because it always will fail.
