PNG tiles via TMS contain a lot of blank tiles. Look into possible fixes to reduce the number of blank tiles.

This issue cannot be confirmed with a local leaflet client that queries the tiles API endpoint. No blank tiles found. Awaiting response from the google group where this issue originated from.
