Some news items from the homepage aren't relevant anymore after some time passed. It would be nice to be able to archive those instead of having to delete them. This would be useful for communication scopes like All users which aren't often getting new news items.

Allow admin/staff users to archive news items in the UI.

Delete news items which aren't relevant anymore, but we lose track of what was communicated with users.
