Add instructions on using the Go binding

I see that there is a binding for using OpenALPR with Golang, but no instructions on how to get started.

I can tell it is importing some C based files in, but other than that I have no clue what other requirements are needed to get this going or what files I need to have where.

Are we able to get some documentation on how to use the Go binding?

We started working out an example of the Golang binding, still early phase, but you can easily rebuild and build a container with the Go project.
