Is your feature request related to a problem? Please describe.
For users running the Web UI locally, they need to create a .env.development.local file that contains:

BASE_URL="https://<BMC IP address>"

Describe the solution you'd like
Add this information to the contribution README along with getting the application setup and running

The header was not getting updated information when
the refresh button is pressed.

- Added a store dispatch to GET updated information
when the refresh button is pressed.
