Write sql query to generate average submission per ward or city wide

Create a sql query (or two) we can start running to get an average budget of the submissions per ward and city wide, filtering out test emails: us devs and ...@test.com, etc

we could then build a page that displays these averages or use to send to councilpersons/media/etc
