In lieu of issue 8120, making this binary available outside of the SDK package would be more expedient for users.

This is not a single APK - there are several APK for all supported build architectures.
Also OpenCV Manager is for development only (due strong conflicts between versions). It should not be installed on "consumer" target devices anymore.
