Use the github action from Tweak pypi publishing workflow #3 or similar to auto-create a tag from the version number when the version number changes.
Maintain a whats_new file as per core.

My preference is to use the GitHub Release process, which has a wonderful option to auto-generate release notes.

Simple, more intuitive, doesn't require a commit.
