Broken links on OneStop Introduction page

Issue Description: A number of links on the Delaware OneStop homepage are broken. Below is a list of the impacted links and the behavior observed on each one.

The following links are impacted:

• Prerequisites -- Opens an empty new tab with the URL about:blank displayed
• Translate -- Opens the "Dela-where?" 404-error page
• Entity Reservation (Left-hand sidebar) -- opens a new tab with a "refused to connect" error
• Text Only (Top of page) -- Opens the Delaware.gov homepage
