Add Github actions buildscript for ODD Platform:

Build application on pushes/merges into main branch and package into docker image
Push docker image into the private ECR repository
Deploy application in k8s environment
Add a possibility to build and push docker image into the public Github package docker repository (Github packages for ODD Platform #16) via manual mechanism (GH Actions manual workflow)
