[Bug]: quick starts drawer does not remain open across all routes

Current Behavior

Once a quick start is started from the Resources page and the user navigates to another page, it doesn't always remain open.

Expected Behavior

Expect quick starts drawer to remain open at all times while a quick start is active.

Steps To Reproduce

1. Click the Resources left navigation link
2. Select a quick start and start it
3. Click the Data Science Projects left navigation link
4. Observe quick starts drawer closes
5. Click the Applications -> Enabled left navigation link
6. Observe quick starts drawer reopens
