[DSG]: Data Connections are hard to find on Workbench Creation

Feature description

When creating a workbench, there is no clear way to add a data connection to it.

It is current nestled under Env Vars => Secret => AWS. And it's not clear this is our only data connection.

We should make a dedicated section at the bottom that has a checkbox to enable addition of a data connection. this should reuse the AWS field.

We should also replace AWS Secret with Upload Secret.

Key items we want in this effort are:

• New section, Data connections, on the Workspace form
• Two radio buttons; Create new, use existing -- should word roughly the same as the PVC section
• Move the form from the env section to the new section
• Add an ability to select an existing one
• Wire it up in submit
• Handle edit mode by simply referencing the existing data connection (like PVC)
• Also do the Secret Upload form; Edit should be like ConfigMap Upload form which is just taking the key/value form
