problem with API in 2009

there is too much API in 2009, API is included in rsa in june 2009. Perhaps it's due to "annualisation" of api.

Almost fixed. @bouvard could you complete the decompositions files found here:
https://github.com/openfisca/openfisca/tree/dev/src/countries/france/decompositions and check that the GUI works well ?
If you could write some tests in here;
https://github.com/openfisca/openfisca/tree/dev/src/countries/france/tests
that would be great.
