Display a tooltip when hovering on Inactive Delete button for a job that is "Undelete-able"™ #1137

Overview:
We currently can't delete jobs that aren't the last node of the edge. We do display the delete button however, but that inactive but has no indication as to why it's inactive. As a interim solution until we can delete nodes within the workflow I'd like to add a tooltip in that explains to the user why the button is inactive.

Wording: Only the last job in the workflow can be deleted
