Opening this to track OOM kills on Lightning pods in a Kubernetes deployment. One lead that we've got is liveview memory usage when 10s of thousands of log lines are loaded into an attempt viewer, manual run component, or run viewer. Please post updates as we go.

#1425 adds a max_frame_size for cowboy_websocket. we'd rather see a connection closed than an OOM kill.

closing as this hasn't occurred in over a week.

@stuartc , @jyeshe - we may need to reopen this in the future and we can still keep all commits that influence this related to #1421 for the record
