If section is shown, then the link to learn more should always appear.
At the moment I can see there is some logic to show or hide - maybe based if a producer has supporting evidence? Example of where it's not showing here

FYI: These 2 links point to static pages (we will update the URLs our side, for now they can just point to the homepage).
