Add Switzerland 2D (custom) Tile Matrix Set definition to the registry.

@joanma747 We have a first registration request for a new 2DTMS!

Assuming we can save 5 minutes for this in our OGC API track OGC API - Maps session, should we include approval of adding this new 2DTMS to the registry (and then passing it on to a Naming Authority request) in the SWG on the agenda of the Delft meeting? This might help with encouraging other mapping agencies to register their own 2DTMSs.
