Need agreement on what service metadata is.

@cmheazel proposed definition:

Any information which does not qualify the data itself, but the software and organization hosting and/or developing the software. Contact information (but not about the data).
This may also be where server access fees, access constraints, limits could be specified?

The subset of WMS 7.2.4.3 General service metadata which does not fall in dataset or collection metadata.
