AdminFee

It should be possible for DAO admins to collect a fee based on a DAO configuration. The adapter would move the funds from the guild account to the admin account (configured during the initialization). The fee, admin address, and the payment period should be configurable. The adapter must keep track of the fees that were collected, and prevent from collecting fees if not in the payment period.

Started one on a branch, but never got to finish.
