Add maxZoom option to BingMaps

Different areas have different supported levels of zoom. Could we have an option that universally replaces the placeholders with stretched versions? |

This is to support the use-case where stretched tiles are displayed instead of BingMaps "no photos at this zoom level" tiles beyond zoom level 19.
