OverviewMap ViewPort not tocuh friendly, Pan & Drag not working

A clear and concise description of what the bug is.
We are using touch screen in our application, OverviewMap control is working fine with mouse control. However, when we use touch screen to drag / pan view port area, there is no reaction from view port.

How to enable touch screen features with viewport control inside OverviewMap?

We see similar issue #10951 reported & closed without any resolution.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'OverviewMap Example'
2. Use touch screen friendly devices like Mobile / Monitor
3. Touch on view port inside OverviewMap control & drag it

Expected behavior
We should be able to drag viewport & see main map view moving as expected in mouse click dragging.
