Support a USE_SAS_AUTH property that, when enabled, adds the Shared Access Signature (SAS) token to the end of the URL that Azure transcription uses to access media in Azure blob storage. Set to false by default since the best practice is to use a Managed Identity to secure access. The SAS token should only be used if no other security mechanism is enabled.
