OpenNEM Data Gaps and Requests

Related to #161 - I will re-close that and start fresh so this is on top.

We require:

• raw interconnector data for all dates before July 2009. OpenNEM has never had this data.
• non-scheduled generation prior to the same July 2009 date. See issue Backfill missing wind generation, mainly prior to November 2010 #190
• historic weather data gaps - we did the best we could with BoM at issue Backfill missing BoM data #191

re: weather data. meteosource apparently has 20 years available historic.

I've been planning to switch to them for our live weather data for a while now - since BoM don't like our scraping of their public JSON's (hence the sometimes lag on the live weather data)

I've already written the meteosource client and tried it out - we just need to map the stations:
