Cannot unlink service and organization in a profile

Context

In my profile I would like to remove the direct link between a service and an organization because in our data model a location may be attached to one or more services and a service is only attached to a single location. Therefore the link between organization and service is not obvious.

Problem

hsds_schema.py is expecting a service to be linked to an organization, otherwise it fails to compile the schema. I had to comment these lines.

Question

I'm not sure if the problem comes from the tool or if it's the way Open Referral is made.
