Investigate why dokku maintenance mode gives a 403

During an incident the other day it was decided to put Job Server into maintenance mode. However, this just gave a 403 error back to users. This ticket is to investigate the likely cause for this.

If it's something simple, like a file permission issue, then fix it. If it's going to take longer than a few minutes to resolve, then create a new issue.
