Use Cases or Problem Statement

All relevant attribute validators used in the provider need to be replaced with terraform-plugin-framework-validators which provide a wide range of functionality and are maintained by HashiCorp.

Furthermore, this change will help to standardise the use of attribute validators in the provider.

Proposal

Replace all attribute validators used in atlassian_jira_issue_screen with terraform-plugin-framework-validators.
