Instead of placing it in the README, if we have a dedicated CONTRIBUTING.md file, GitHub does some fancy stuff with it (like showing the yellow bar for new pull requests), and presumably other nice stuff. Then we can shorten the readme, and instead provide a link to a more detailed contribution document.
