[RFC] Alerting Comments

In the Alerting plugin, when an Alert is generated, there is no place in the plugin dashboards to share investigation findings and insights into the Alert's root cause, making Alert resolution troublesome.

Describe the solution you'd like

The ability to add notes or comments to an Alert. This way, one can post insights from their investigation onto the dashboards for peers to see.
