[Deangular] Tile map and region map

OpenSearch Dashboards is targeting remove angularJS package by the od 2.11 (11/5) for security concerns. There are two maps that still depends on angularJS.

• Remove angular-sanitize from tile map plugin
• Clean out opensearch_dashboards_legacy usages in tile map and region map

I see a TODO in tile map and think we should investigate and prepare early.
