[Feature Request] yaml configs for Index State Management

Is your feature request related to a problem? Please describe

Now almost all settings can be managed in 3 ways - yaml configs, API, opensearch-dashboard. But ISM policy can be managed in only 2 ways - API, opensearch-dashboard. It would also be convenient to be able to manage via yaml configs and ISM policy.
