[Windows] Adding Windows for MSI/EXE format.

Initially we plan to release both ZIP/MSI format in Windows design for 2.4.0:

[Discuss] OpenSearch/Dashboards Windows Distribution Design Document #2312

Right not, due to the scope of the project, we are only releasing ZIP in 2.4.0.

This issue is to track the build/assemble/validation/publishing/installation/signing of MSI format.

Eventually this should become 2 issues:

Create an OpenSearch .MSI, that would be the equivalent of a -min distribution that installs OpenSearch as a service.
Create an OpenSearch Bootstrapped .EXE that would include plugins and other OpenSearch runtime dependencies. Users will be able to choose which plugins to install.
