Add the Binary resource to be exempted from authentication

Description of feature

• Update the authentication interceptor to exempt the binary resource from authentication.
  • If an auth token is provided then validate and block the request if it's (auth token) not valid.

Acceptance Criteria

• The binary resource API should be able to accept requests without authentication.
