The compile args mixed with /MT /MTd /MD /MDd

The makefile will mix with mutiltype args that are /MT /MTd /MD /MDd in the VC.
The Wrong Configuration Command as below:
perl Configure VC-WIN32 no-asm no-async --prefix=D:\openssl_x86_VS17_Install_MD
perl Configure debug-VC-WIN32 no-asm no-async --prefix=D:\openssl_x86_VS17_Install_MDd

version:openssl-1.1.1t
