A review of #20430 indicates that the gettable tables for the keymanagers for ECX/ED and RSA are in the wrong place or missing.

I just looked at rsa_keymgmt.c, and true enough, there should be a separate rsapss_gettable_params, just like there is a separate rsapss_settable_params.
