Host and Cluster tables are managed by Core instead of adapters #1

The way, adapters choose a device on which to create a load-balancer, as well as allocate a Virtual IP for the new load-balancer will differ between vendors and therefore adapters.

Solving this issue will require us to move Host/Cluster information in the persistence layer from Core layer to Adapter layer.
