The junction tag has historically been difficult for iD to interpret since values like this are used for areas while values like junction=roundabout are used on linear highway features. As such, iD can't tell if an unknown junction tag implies area or not. See openstreetmap/iD@7811588 and openstreetmap/iD@6dfdec0 for more info.
We could give iD the necessary info by adding presets for more junction values, but most of these tags aren't used incredibly often and the wiki documentation doesn't define what they all mean. For now you can add area=yes to any way to make iD treat it as an area.
A closed way with
junction=interchange
