[Trac] "/newticket?component=website" does not cause the proper component to be preselected

According to Trac documentation it should work:

Not sure if this is a bug in Trac or trac.osm.org configuration.

The use case is that I wanted to create "add ticket" links on the Trac home page for the main components (website, mapnik, nominatim etc) and it does not work.

Fixed, though it's unclear to me if we want to encourage the filing of web site tickets in trac.
