Set Google client resources to load from .cn domains when IP geolocation reports the browser is in China

The map does not load properly when browsing from China unless the Javascript resources are loaded from google.cn.

Describe the solution you'd like

• Defer all requests to Google (map, static map, and translation) until the location lookup in Add client code to perform IP geolocation and write the country to the app state #538 is complete
• If the browser is detected in China, use the method developed in Allow client-side requests to Google resources to be conditionally fetched from China-hosted google.cn #537 to set the appropriate URLs
• If the detection fails, or the detected country is something other than China, use the default Google URLs.
