Don't clear facilities and filter when a user signs out

Overview

Currently for both the vector tile and regular facilities maps we are clearing both the filter settings and facilities data whenever a user signs out.

Especially for the vector tile map, it would probably be preferable not to clear this data.

Encountered while working on #837

Describe the solution you'd like

Don't clear facilities or filters data when a user signs out of the app with the vector tile map switched on.

Ensure the rest of the app continues to work as it did before and ensure that whatever additional thing clearing the filters & facilities was doing on sign out is either something the app no longer needs or something the app continues to do.
