Warn user about running a test plan containing validation errors #849

Currently we allow running test plans with validation errors. We should prompt the user about this when running the plan

Add a popup (User interaction) when running the test plan with validation errors.
Allow setting 'dont ask me again' in the popup.
If there is no user interaction handler. Default to running anyway, since that is the legacy behavior. We don't want to break the functionality for existing users.
