Improve banner design

• Two of the three banner items are cut off midway through the text due to vertical alignment issues, when the browser is smaller than the spacing is set for
• Improve the visual treatment on the left/right arrows
• Think about what should be the rotating features / notes, etc.

@georgiamoon The changes we looked at should be live on the staging site within 30 min. I'll plan to push them to production by day's end unless I hear from you.
