Seconds is still a timeout option on Basic Captive Portal settings

This is leftover from work addressed in #26.

If you look at Admin -> Advanced -> Services -> Captive Portal, the "Time until welcome page is shown again" field does not have Seconds as an option.

The similar form reached through Admin -> Client Controls -> Welcome Page, does have seconds as an option. If you select seconds, UCI will save that value; however if you make changes on the advanced forms, the unit changes back to minutes.
