Noticed that code-spell check seems to be failing on recent Github CI run.
(it does not fail when run locally on my machine).

Examples:

Submitted #9482 which should help fix this (it fixes the installed version).

@zhanglongxia leave it to you to see if it makes sense to upgrade codespell version every so often.
