Link to the github action that was executed by the submission issue

Description of the feature you are looking for.

Right now if someone submits an issue to add a provider/module etc, its not clear what validation was completed.

We should link to the github action and/or add a summary to the issue about what was validated and how.

It's better to persist the output/summary in the GitHub issue or push it elsewhere.

GitHub Actions logs are retained for 90 days before they are automatically deleted.
