Remove unused fare calculators for NYC, Seattle, SF Bay and Netherlands

This ticket is to raise awareness of my plan to remove the quite old and seemly unmaintained custom fare calculators. It corresponds to a message to the mailing lists: https://groups.google.com/g/opentripplanner-dev/c/-8M2Eg_uj2o/m/FdmDsvjjBAAJ?utm_medium=email&utm_source=footer

In order to lower the burden of maintenance I would like to remove the following fare calculators:

• NycFareServiceImpl
• SeattleFareServiceImpl
• SFBayFareServiceImpl
• DutchFareServiceImpl

If you are using these calculators then please speak up soon. I will then not delete them and ask you to become the maintainer.
