I think there is a difference between a Person and a User (user is a set of credentials, person might have many sets of user credentials). I can see in the context of open vocab and hopefully single signon maybe it is more valid to say they are the same, but it still makes me nervous.

So, this issue is really: is User/Person a confusing example to use for this audience? If you think it is not confusing, then I withdraw this issue. Or maybe just make clear you are talking about Person throughout your example.

++. I'll make it clearer that User/Citizen/Person refers to account details throughout

PS. I have previously used 'personal data' to describe this concept but that gives the impression of 'private data' when in most use cases we're just talking about an image and a username.
