Arakoon cacc ini should be deployed on a universal path

We just faced an issue where an asd-manager only node has access to the Config Arakoon using /opt/asd-manager/arakoon_cacc.ini.
When providing an url generated with this cacc path towards an alba command (arakoon://a/path:/local%path) where ABM/proxies only know of /opt/OpenvStorage/arakoon_cacc.ini to contact the Config Arakoon, the proxies won't be able to use the given URL by the asd-manager command

There should be a universal thing to fetch the arakoon_cacc.ini or store it all on the same location
