ZyXEL NBG6817 - reboot not working

What does it not do that it should do

• reboot does not work ether from Luci or ssh

Steps to reproduce

• Install 22.03.2 clean (no settings saved)
• System > Software > Update Lists...
• Install any package
• System > Reboot

What you have already done to workaround/fix the problem

• Nothing. Have no idea where to look for the problem.

Any additional info you think is important

• If I do a clean installation and do not touch System > Software > Update Lists... and install a package, then reboot will continue to work so it appears to have something to do with the installation of packages.
• This is not a new problem. I've seen this problen for a least a couple of years but have not taken the time to report it.
• My best guess is that package installation process is overwriting something it should not.
• Luci does reboot (or so it appears) but the system is not rebooting as shown by uptime.
• I would be happy to test or find additional information if it will help.
