tor:default torrc places hidden service configuration files on temp storage (/var/lib/tor)

Description: The commented out hooks in the torrc for creating hidden services point a non-persistent storage location. This will result in any generated keys for an active service to be reinitialized when the router is started. Keys and configs for hidden services should by default be pointed at a persistent storage location.
